    Dodd at a hearing on teenage suicide.In response to the high rate of suicide among youth and college aged children, Senator Dodd authors the Garrett Lee Smith Memorial Act, creating a grant program to help states, tribes and higher education institutions develop and implement early intervention and prevention strategies to reduce suicide. It also authorizes the creation of a suicide technical assistance center. The bill is signed into law on October 21.

    Dodd cosponsors the reauthorization of the Individuals with Disabilities Education Act of 2004. This bill increases schools accountability of students with disabilities, provides the Secretary of States with greater authority and new tools to implement, monitor and enforce the law using performance data, and ensures parents have new opportunities to address concerns before the need for a due process hearing. The bill is signed into law on December 3.
